About the Application

As the Saudi Arabian Government is keen to preserve the health and safety of citizens and residents within its soil from the risk of the spread of novel coronavirus; The Saudi Data and Artificial Intelligence Authority (SDAIA) developed Tawakkalna App in order to support government efforts aimed at countering Covid-19.

Tawakkalna App was developed to facilitate the issuance of movement permits electronically during the curfew period for government and private sector employees, as well as individuals, in cooperation with the Ministry of Health and all relevant authorities during the curfew, thus helping to reduce the spread of the pandemic in the Kingdom.

Tawakkalna helps individuals, security, health and private entities, that are exempted from the curfew, to automatize all transactions between relevant parties in order to mitigate the health, economic and social impacts that may result from the implementation of policies taken to eliminate the spread of Covid-19.

Tawakkalna app manages e-permits through allocating (4) hours a week for each individual, in order to secure their supplies at any time they want. It should be noted that the new week hours end on Saturday at 11:59 p.m.

I don’t have an account in Absher

what should I do?

In case if you don’t have an account in Absher, your registration in Tawkkalna requires a verification from an already registered Absher account through “Tawakkalna Mobile Verification” service in Absher,
which can be accessed as follows:

Future Features of the Application

We are currently developing many features that will be available for users in the near future, the most important of which are:

  • Alerting the user if he is close to a prohibited neighbourhood, or an area where an infected case has already been present.

  • Alerting the user if he were found to have had a contact with an infected case during the past 14 days.

  • Alerting the user about the limit of the geographical range allowed in each city and neighbourhood, which includes individuals and employees of vital government and private sector entities.

  • Alerting the user when he is close of the end of the authorized geographical area.

  • Alerting the user when his/her permission period has expired and did not return to home.

  • Alerting the user about any change regarding the curfew on the application’s interface.

  • Reporting on violations regarding the curfew, such as gatherings in public areas.

  • Displaying user’s curfew violations, and the ability to file an objection.

  • Reporting on corruption cases, such as an abuse of issuing movement permits.

  • Displaying the nearest hospitals and pharmacies to the place of residence.

  • Displaying the express delivery applications that are excluded from the curfew.

  • Dealing with humanitarian situations, such as requesting movement between or within cities in cases of death, family circumstances or other humanitarian conditions.

The services are provided only through "Tawakkalna", an app on smart phones.

Download “Tawakkalna” app, register and agree to the terms and conditions.

“Tawakkalna” app serves all individuals (Saudis/Residents) as well as individuals working in vital public and private sectors.

The app requires the availability of an internet connection to access its services, knowing that the Internet usage by the app is free and does not consume the balance of personal data.

The services are only available through "Tawakkalna" app, and no other platforms or applications can be used.

The excepted entities in public and private sector have the authority to request a movement permit for their employees. The movement permits of employees of those sectors will be shown through the application once they’re approved.

"Tawakkalna" app was created and developed by the National Information Center NIC affiliated with Saudi Data and Artificial Intelligence Authority SDAIA

“Tawakkalna” App currently supports Arabic and English only, and the language can be changed from the home page of the application before logging in, you will find the option to change the language in the bottom, and you can also change it after logging in the application from “My Profile” page.

The app is currently available for (iOS 10 and above) and Android (Version 6.0 and above).

IPhone devices, for which Tawakkalna App can be downloaded from Apple Store.
Android devices (Samsung or Huawei etc.), for which Tawakkalna App can be downloaded from Google Play store.

The application is only available in the official stores, Apple Store or Google Play Store. You can search for it by writing "توكلنا" or "Tawakkalna ".

The application is not available for Windows operating systems.

Yes, in order for " Tawakkalna " app to work properly, it needs approval to grant permanent access to location during the download, noting that it is possible to grant it later in the device settings.

In order for Tawakkalna app to work properly, the internet connection and location service must be enabled.

 The application does not work correctly when an internet connection is activated by VPN and it will turn into gray after opening it

Yes, there are continuous updates for the " Tawakkalna " that aim to improve the app and provide better services. and in order to ensure that the application works correctly and that you do not face any problems during your movement permit, make sure to update the app.

You can know the version number of the " Tawakkalna" application from the official store during the download (the Apple Store or Google Play store). After installing the app on the device, registering and logging in, you can know the version by going to the "More" page, then the version number will appear under "About the application" . 

During registration process, you will be requested to accept terms and conditions, during which a link to view them will be provided. Also, after registering and logging in, terms and conditions can be viewed by going to the "More" page, then selecting "About the application" and then selecting "Terms and Conditions". 

Every individual, citizen or resident, whatever his age, weather they are the head of their family, dependent or sponsored, can register independently on "Tawakkalna" app.

Children under the age of 15 can register for a separate account with the " Tawakkalna" app.

Those who do not have an ID card can register using their number in the family register, and before registration they should identify their numbers in the family register and their phone numbers from an already registered account in Absher.

Currently GCC members and the visitors cannot register, but soon they will be able to do so.

To sign up to Tawakkalna you would have to have the following:
An Absher account and if you do not have an Absher account you could verify your phone number through someone who have an Absher account, ID number (Citizen or resident),
Date of birth, Home address (Pin your address on the map while you are at home), Phone number (Through your Absher account or someone who have an Absher account),
Select the dependents, whatever their ages, who are living with you in the same house
Select the domestic workers who are living in the same house 
Application password
Answer the health questions.

The App has its own credentials (ID number and Password). Therefore, you can not use the credentials of any other platform or App. 

Signing up does not require having an Absher account, yet you have to verify your Id (on your ID or family document) and your mobile number through someone who have an Absher account before signing up to Tawakkalna App.

If you do not have Absher account, you can sign up to Tawakkalna by verifying your ID number (on your ID or family document) and your mobile number through someone who have an Absher account by going to Absher and tapping on “My Services”, “General Services” then tap on “Register a Mobile Number for Tawakklna”. Once you finished the verfycation you would be able to sing up to Tawakkalna App. 

After signing up to Tawakkalna, your information on Tawakkalna app will not be affected by and changes on your Absher account.

While signing up to Tawakkalna, a verification code (OTP) will be sent to the mobile number registered on Absher. You can not change the mobile number. 

Yes, you would able to see the last for digits of the mobile number that would receive the verification code (OTP) next to the empty section for the (OTP) 

When the timer finishes and you did not receive the OTP, you can reenter the login information and a verification code will be sent again. 

It is possible to download "Tawakkalna " app on a device that has a different mobile number, or even without a mobile number, provided that the you enter the verification code (OTP) sent to the registered mobile number.

No, after completing the signing up process on Tawakkalna, you can utilize its services without the need for activation.

During the signing up to Tawakkalna, you can your date of birth in Hijri or Gregorian.

A password for Tawakkalna App
Must contain at least 12 digits.
Must contain English letters and numbers
Must contain at least one capital letter.
Must contain at least one lowercase letter
Must contain at least one number.

If you logged out from the App, then a verification cod (OTP) will be sent whenever you try to login again.

For individual, during the registration process, a list of dependents and domestic workers will appear, and only those who live at the place of residence should be chosen, regardless of their age. It is worth noting that this can be modified later.

After completing the registration process on Tawakkalna, logging in can be made only via ID number and Password, and a verification code will be sent to the registered number

Go to "My Profile", then tap on sign out. 

The mobile number is used for one account only and cannot be used for another account.    

Workers, whether domestic or non-domestic, are registered independently

Yes, registration is available to all citizens and residents.

In case if you forget or you want to change the password, tap on “Forget Password” from the logging in page, a verification code will be sent to the registered phone number, after which you can set a new password.  

After completing the signing up process in Tawakkalna App, the mobile number cannot be changed

While signing up to the App, the mobile number in Absher is the phone number that would be linked to your Tawakkalna account which cannot be changed after completing the signing up process, even if you change it in Absher.

After completing the signing up process in Tawakkalna, by tapping on “My Profile” you can change/modify home location once a month. You must wait for one-month to be able to change/modify it again. NOTE: to do so, you will have to be at the same location while changing your home location. Also, you could see your home location on the homepage by tapping on “Show Location”.

Currently, Tawakkalna allows you to add only one place of residence. If necessary, you may request a supply or emergency supply permits, in accordance with regulations while adhering to the instruction of the Ministry of Interior. 

During the signing up process, we would rely on the information in Absher. Such information cannot be added by individuals and cannot be edited.

After completing the signing up process to Tawakkalna App, you can tap on “My profile” to edit the information of dependents and domestic workers who are living with me in the same place of residence

If a new dependent or domestic worker is added after completing the singing up process and he/she is staying with you at the same place of residence, you can login to the App, go to “My Profile”, tap on “Address and Family Members”, then tap on “Edit” and any recently added dependent or domestic worker will appear.

The individual can, through the application of "Tawakkalna ", when necessary, request three types of movement permits:
1. A permit for supply inside the neighborhood.
2. A permit for exercise.
3. A permit for walking outside.
4. A temporary permit for a driver (for someone who has a work permit and needs a driver to deliver him/her, provided that the driver is 17 years old and over).

The permits that appear to the individual in "Tawakkalna" app without request are:
 Work permit for employees of exempted public and private sectors
 Medical appointment permit for medical conditions that require coming to the hospital 
Temporary permit for a driver who has a work permit after submitting a request
Delivery services permit for delivery applications drivers

Each permission has its controls, but in general Tawakkalna App provides permissions only within city limits

After completing the signing up process, login to your account, go to “Permissions” and tap on the “+” sign then the following:
If you need a permission for supply within the neighborhood, go to “Supplies”> tap on “Supply within the neighborhood> then tap on “Request Permission”,
If you need an emergency supply permission, go to “Supplies”> tap on “Emergency Supply” then Pin your destination on the map and tap on “Request Permission”,
If you need a Temporary permit for a driver, tap on “Request a Temporary permit for a driver’ and fill in the required information.

Determining the areas for partial curfew, 24-hour curfew, fully quarantined, allowed time and lockdown, is done according to what the Ministry of Interior announces, and the difference between them is as follows:
• Partial curfew areas: in the allowed time, you can go out without a permit, but during lockdown, you must have an emergency supply permit, exercise permit, temporary permit for the driver, work permit, medical appointment permit, or delivery services permit.
• 24-hour curfew areas: in the allowed time, you can go out with a permit for supply inside the neighborhood, emergency supply, if it is outside the range of 3 km, exercise permit, temporary permit for a driver, work permit, medical appointment permit, delivery services permit, and in lockdown, you can go out with an emergency supply permit, exercise permit, temporary permit for a driver, work permit, medical appointment permit, or delivery service permit.
• Complete lockdown areas (quarantined): It is prohibited to leave the house around the clock and any kind of permits are not allowed.

It is an exit permit for an ordinary supply purpose within the neighborhood that allows the individual to go out and return to the place of residence, according to the following controls:
• Use: It is used by individuals only in places of 24-hour curfew. As for the partial curfew, it is possible to go out without permission during allowed roaming times.
• Request time duration: is limited to the allowed roaming times within the neighborhood declared by the Ministry of Interior for the 24-hour curfew.
• Exit time: It starts from the time the request is accepted to the end of the allowed roaming times within the neighborhood declared by the Ministry of Interior.
• Geographical range: within the residential neighborhood, a maximum of three kilometers from the place of residence, so the individual is notified when he exceeds that, and the permit will turn into a ban (red color) until he returns to the permitted range.
• Weekly limit: There is no weekly limit.
• Conditions for approval: That the request is during the allowed roaming times within the neighborhood declared by the Ministry of Interior, and being at the place of residence upon request.
• Cancellation of the request: It cannot be canceled after submitting.
• Required data: There is no data required to submit the request.
• Caution: Do not exceed the geographical range (three kilometers) and return to the place of residence before the end of the declared allowed roaming times within the neighborhood as a maximum. For any violations of this, the permit will turn into a ban (red color) which exposes you to formal sanctions.
Note / the controls can be modified by the relevent authorities as they deem appropriate.

It is an exit permit for an emergency supply purpose that allows the individual to go out and return to the place of residence, according to the following controls:
• Use: It is used by individuals during the curfew times in places of 24-hour or partial curfew.
• Request time duration: At any time in places of 24-hour curfew, and during the curfew times in places of partial curfew.
• Exit time: one hour, from the time the request is accepted.
• Geographical range: No geographical restrictions.
• Weekly limit: Four times per week, in which you can apply once per day, as a maximum. The weekly limit is renewed every Saturday at 11:59 pm.
• Conditions for approval: Not having a prior request on the same day, unfinished weekly limit, and being at the place of residence upon request.
• Cancellation of the request: It cannot be canceled after submitting.
• Required data: specify the destination on the map.
• Caution: Returning to the place of residence before the end of the permit time. For any violations of this, the permit will turn into a ban (red color) which exposes you to formal sanctions.
Note / the controls can be modified by the relevent authorities as they deem appropriate.

It is an exit permit for someone who has a work permit and needs a driver to get to his workplace and return from it, according to the following controls:
• Use: It is used by authorized personnel during curfews when a driver is required in places of 24-hour or partial curfew.
• Request time duration: During the time of the work permit.
• Exit time: one and a half hours , from the time the request is accepted..
• Geographical range: No geographical restrictions.
• Weekly limit: The applicant is allowed to permit every day twice only for the purpose of going and returning from the workplace.
• Conditions for approval: The request be during the period of the work permit, not to have an active temporary permit for another driver, and for the driver to be 17 years of age or older and to have an account in the application.
• Cancellation of the request: It cannot be canceled after submitting.
• Required data: Name, identification number, and date of birth of the driver.
• Caution: The driver must return to the place of residence before the end of the permit time. For any violations of this, the permit will turn into a ban (red color) which exposes you to formal sanctions.

It is an exit permit for the purpose of walking that allows an individual to go out and return to the place of residence, according to the following controls:
• Use: It is used by individuals during the curfew period in places of 24-hou or partial curfew.
• Request time duration At any time in places of 24-hour curfew, and during the curfew times in places of partial curfew, except the period from 5 pm to 8 pm (the period is variable).
• Exit time: one hour, from the time the request is accepted.
• Geographical range: within the residential neighborhood, a maximum of one kilometer from the place of residence, so the individual is notified when he exceeds that, and the permit will turn into a ban (red color) until he returns to the permitted range.
• Weekly limit: Once a day, and there is no weekly limit.
• Conditions for approval: Not having a prior request on the same day, the time period between the previous and the new request be more than 12 hours, being at the place of residence upon request, and the time of the request not be from 5 pm to 8 pm.
• Cancellation of the request: It cannot be canceled after submittng.
• Required data: There is no data required to submit the request.
• Caution: accompany a maximum of two people, do not use the car, and return to the place of residence before the end of the permit time. For any violations of this, the permit will turn into a ban (red color) which exposes you to formal sanctions.

When requesting a supply permit, whether within the neighborhood or an emergency one, and a walking permit, it is necessary to be in the place of residence registered in the application. As for a temporary permit for a driver, it can be from outside the residence, in accordance with regulations while adhering to the instruction of the Ministry of Interior.

The Ministry of Interior has set the allowed time through official channels. You can check its official channels.

According to the Ministry of Interior instructions, people who live in areas under a complete lockdown can not roam around-the-clock  

Supplies permission has no limit, yet you should adhere controls.
Emergency supply is limited to 4 requests per week, one request per day and duration is only for one hour each (total of 4 hours per week). The weekly limit would be renewed every Saturday at 11:59 pm. Please adhere all regulations and controls.
Temporary permit for a driver can be requested twice a day as a maximum for those who have work permission. It must be requested during the work hours mentioned in the work permission. 

Work permission depends on regulations and work requirements
Medical appointment permission depends on regulations and as the health facility deems
Delivery services permission depends on requests via the delivery company application

Emergency supply permission can not be granted if your permissions limit is finished. The weekly limit will be renewed every Saturday at 11:59 pm.

• The supply permit within the neighborhood ends when the allowed roaming times within the neighborhood end too, so there will be no need for another request.
• The emergency supply permit is required once per day (for one hour) and no other request is permitted on the same day. This is renewed 12 am.
• The walking permit can be requested once per day, provided that the time period between the previous and the new request be more than 12 hours, and the time of the request not be from 5 pm to 8 pm.
• The temporary permit for a driver is requested twice per day only, and there is no specific time period between them provided that the time of the two requests does not overlap.

• The supply permit within the neighborhood is restricted to the neighborhood for the place of residence, at a maximum of 3 km from the place of residence.
• The emergency supply permit is restricted to the destination specified in the request and the time specified in the permit,
• The walking permit is restricted to the neighborhood for the place of residence at a maximum of 1 km from the place of residence.
• A temporary permit for a driver is restricted to the registered workplace and the time specified in the driver's permit.

You must adhere to the instructions of the Ministry of the Interior and comply with the controls (the supply permit within the neighborhood not to exceed 3 km from the place of residence, the walking permit not to exceed 1 km from the place of residence). For any violations of this, the permit will turn into a ban (red color) which exposes you to formal sanctions.

The permit will become instantly valid when you request it and it cannot be for a future date.

If there’s no issue with your application, then it would be accepted immediately. If not, it will be rejected. 

Everyone, whether he is a head of his family, a dependent, or a sponsoree aged 15 years old and more, must have a separate account and active exit permit via "Tawakkalna" application when going out during the curfew.

Whoever aged 15 years old and more, must have a permit when going out, but children who are less than 15 years old can, when necessary, can go out with only a relative or driver in accordance with to the controls and instructions of the Ministry of Interior, and they cannot go out with anyone else. The controls are as follows:
1. If the child is with a relative, the following conditions must be fulfilled:
• The child's permit is optional.
• The relative’s permit is required.
• The relative is either a father, mother, grandfather, grandmother, brother, sister, uncle or aunt.
• The documents substantiating the relationship are required when going out.
2. If the child is with a driver, the following conditions must be fulfilled:
• The child's permit is required.
• The driver's permit is required

You must adhere to the instructions of the Ministry of the Interior, and violating that exposes you to formal sanctions.

On the home screen, a color will appear showing the status of the exit permit, and there is also the name, ID number, type of permit and the QR code. All exit permits can be found on the permits page.

There are several situations that appear on the home screen, each of them has a different color, and they are:
Green is allowed to go out, red is not allowed to go out, orange is not allowed to go out due to contact or suspicion of infection, brown is not allowed to go out due to positive infection, and gray means the application does not work properly and this is due to one of the following possibilities:
Device is Offline, VPN connectionis enabled, GPS location disabled, or sharing location is not "always on".

If you allow the app to send notifications, you’ll receive the following notifications:
Permit period notifications: At the start of the permit’s period, before it expires and when it expires. 
Notification for leaving your designated area: If you’re using a neighborhood-specific supply permit, you’ll get a warning when leaving your designated area by going 3 kilometers away from your residence.
Notification for not returning to your residence: You’ll be notified if you don’t return to your residence after your permit expires.  

When necessary, you can use the regular supply permit or the emergency supply permit, but you must adhere to MOI instructions. 

You can apply for an exit permit from the Saudi Public Security’s online service: tanaqul.ecloud.sa

If you get a fine in a life-threatening situation, you can contest it to the relevant authorities on the Absher platform providing you have the evidence. You must do so in a period of 30 days after it happened. 

Everyone authorized to exit, regardless of the type of permit, must adhere to the controls of the permit granted to him, and have a working device and a battery sufficient to operate it for the period of leaving the home and an Internet connection (the use of the application for the Internet is free and does not consume data balance) and the GPS location service is activated, as well The Tawakulna application provides an activated personal account, so that it is ready to show it to the responsible authorities when needed to verify the validity of the permit and adhere to the instructions of the Ministry of Interior.

The emergency supply permit is limited to an hour and cannot be partitioned. In any case, you must be keen to spend as little time as possible outside the home and leave only when it is necessary. 

An attempt should be made to solve the problem as soon as possible and return to the home. In the event of a violation being filed, an objection to the competent authorities will be made through the “Absher” platform, noting that this is submitted within a month of the occurrence of the violation.

The Ministry of Health can prevent a permit to supply in-neighborhood for health reasons (for the infected or contacts). In the absence of objection by the Ministry of Health, the reasons for rejection are as follows:
• Partial curfew areas: Because it is not permitted to request a permit to supply in the neighborhood to the partial curfew areas, knowing that the allowance period is possible to leave without any permit.
• Total curfew areas: Because it is not permitted to request a supply permit within the neighborhood during the prohibition period or outside the place of residence.
• Total curfews (sanitary isolation): Because no permit is allowed.

The Ministry of Health can prevent an emergency supply permit for health reasons (for the infected or contacts). In the absence of objection by the Ministry of Health, the reasons for rejection are as follows:
• Partial curfew areas: Because it is not permitted to request an emergency permit in the allowed period, or that it exceeded the daily limit once, or that it exceeded the weekly limit four times or outside the place of residence.
Total curfew areas: Because it exceeded the daily limit once, or it exceeded the weekly limit four times, or outside the place of residence.
• Total curfews (sanitary isolation): Because no permit is allowed.

The Ministry of Health can prevent a temporary permit for a driver for health reasons (for the infected or contacts). In the absence of objection by the Ministry of Health, the reasons for rejection are as follows:
• Partial curfew areas: allowed period, rejection because it is possible to leave without permission. The prevention period, rejection due to exceeding the daily limit (twice) or outside the period of the work permit or overlap with time with a temporary permit for another driver active for the same permit applicant or the absence of a driver account in the application or the driver's age is less than 17 years.
• Total curfew areas: rejection because it is not permitted to request a temporary permit for a driver when exceeding the daily limit (twice) or outside the period of work permit or overlap in time with a temporary permit for another driver active for the same requestor of the permit or the lack of a driver account in the application or the age of the driver is less From 17 years old.
• Total curfews (sanitary isolation): refusal because no permit is allowed.

The Ministry of Health can prevent a permit for walking for health reasons (for the infected or contacts). In the absence of objection by the Ministry of Health, the reasons for rejection are as follows:

The delivery company is responsible for issuing delivery service permits to their employees through the Communications and Information Technology Commission.

After accepting a delivery order via a delivery company, the delivery specialist will receive on Tawakkalna a delivery service permit that lasts for a fixed amount of time that is enough for the specialist to deliver the order. Afterward, the specialist can either accept a new order and receive a new permit or return to his residence. 

The editing or canceling of permits can only be done by the entity that issued the permit (employer, hospital, delivery app companies.)

A catering permit within the neighborhood, allowing more than one destination provided that you are within 3 km geographical range.
An emergency catering permit, which is permitted to go to the place designated by the request.
The walking sport permit, walking is permitted for the purpose of sport only within 1 km geographical range.
Temporary driver permit, which allows the driver to move to and from the workplace of the permit applicant and place of residence.
